EU leaders meeting on October 15–16 called for a timely agreement on the bloc's 2028–2034 budget. They said an agreement before the end of 2026 would allow legislation to be adopted during 2027.
Leaders considered the Irish presidency's updated negotiating framework and asked António Costa to advance discussions. Competitiveness, energy security, Ukraine and the Middle East also featured at the summit. The conclusions did not announce a final budget or the completion of negotiations over its figures.
