British Prime Minister Andy Burnham offered to work with Scotland's government on giving regions and cities more decision-making power, according to a government announcement published on October 15.

The proposal envisages cooperation through the Scotland Office and No10 North to support jobs and reindustrialisation. Burnham argued that authority should reach beyond Edinburgh to local communities. The announcement represents an offer of political cooperation, rather than a completed transfer of powers or a final agreement between the two governments.
