Ajel’s Wednesday morning update reported a projection of 27 seats for Likud and 21 for Gadi Eisenkot’s party after 55.4% of votes were counted, citing election committee figures. This is a partial-count snapshot, not a certified final seat allocation.

Those figures concern two parties, not all their respective allies. Likud’s lead alone therefore does not establish a governing coalition. Partial counts must be distinguished from exit polls and political declarations. The report describes Netanyahu seeking to form a government, not a government already formed.
