Kremlin spokesperson Dmitry Peskov said on October 25 that Moscow would welcome a European negotiator seeking a settlement in Ukraine, QNA reported. He was responding to reports about Finnish President Alexander Stubb. Deputy Foreign Minister Alexander Grushko separately emphasised the negotiator’s position over their identity.

These are Russian responses to the prospect of European representation, not a European announcement appointing Stubb or scheduling talks. Distinguishing the envoy’s identity from their negotiating position shows why a personnel choice alone would not settle the substance of dialogue. The report identifies no agreed agenda or settlement terms.
