Iranian President Masoud Pezeshkian said US–Israeli attacks and barriers to energy transport threatened market stability at the Moscow gas exporters’ summit, Anadolu reported on 27 October. This is Iran’s assessment of disruption, not an independent explanation of every price movement.

Alongside criticism of sanctions, he sought foreign investment and cooperation in exploration, production and transport technologies. The message combines political objections with an economic invitation. An offer of incentives is not a signed contract or delivered financing; the report identified no new project implemented as a result of the speech.
