Qatari foreign ministry media director Ibrahim bin Sultan Al Hashmi called for a regional security framework based on sovereignty and non-aggression, Al Sharq reported on 28 October. He linked mediation to ending threats and opening Hormuz, with messages continuing through intermediaries.

He described Qatar and Pakistan’s efforts as complementary to Saudi Arabia and the Mecca alliance. That is diplomatic coordination, not announcement of a completed new security treaty. A call to open the strait also does not demonstrate changed shipping conditions; implementation requires operational evidence beyond the stated position.
