Taiz’s emergency committee, chaired by Governor Nabil Shamsan, reviewed hospital and market needs on October 25, government-run SABA reported. The governor described coordination with the ICRC on medicines and medical fluids. A services official linked price increases to restrictions on incoming goods and black-market activity.

The meeting connects supply access with affordability but provides no independent price data measuring the increase. Coordination on medicines is also distinct from confirmation that a particular shipment arrived. Attribution of the restrictions to the Houthis remains the local authorities’ account; the dispatch includes neither a Houthi response nor independent ICRC confirmation of those details.
